- Packaging matters. For some drinks only products packaged for consumers are banned. Whisky and liqueurs in containers over 4 litres were taken out of Section 338 on September 15.
- Goods already in the U.S. before September 29 but not yet entered, for example in a bonded warehouse, pay the 50% instead.
- USMCA gives no relief.
What producers can do now
- Sell elsewhere. Canada has trade deals with the EU, the UK, Japan, Mexico, Australia, Korea and more. DutyHarbor ranks 50 markets for your product.
- Sell more at home. Several provinces pulled U.S. alcohol from shelves.
- Consider U.S. production. A product made in the U.S. is not an import. It needs a real production step, not relabelling.
- Use the support programs. Ottawa announced a C$7.5 billion support package with its September countermeasures.
